I have done it. I made one much like the article referenced above describes. I just used a paper towel tube with the condom suspended in it. A little wide, but still fun

The sensation is pretty incredible. Not painful, but a bit numbing. Not something I'd put the effort into often, but definitely worth a try for the experience.

I found it's best to remove the condom, which lost a good bit of slickness when cold, though it did make the ice dildo hard to hold onto.
