History of the Town of Toland

Prior to Toland's downfall:
  • Population: 5,000 (including rural residents who considered it home)
  • Founded in the late 1860s by an as-of-yet-unnamed man by the surname Toland.
  • The Toland Family established Toland Timber, which soon came to employ directly or indirectly nearly the whole of the unincorporated area's population.
  • The town of Toland was eventually incorporated (date non-specific but around 1880) by Maxine Toland's grandfather's grandfather, who had established Toland Timber originally.
  • Timber became Toland Timber Corporation (TTC, Inc.) and went on to engage in:
    • Lumber production (obviously).
    • Mining
    • Manufacturing; goods yet to be identified.
    • Real estate; it once owned more than 80% of the land and buildings in and around Toland.
    • Banking; it established the first bank the first Savings and Loan, and the first Credit Union.
    • Insurance; it was self-secured for many years, then joined service with a large national insurance company.
    • And more.
  • At the height of its importance to the town, half of the working folk living inside of or within twenty miles of Toland were employed by TTC directly; of the remaining locals, the vast majority of them worked for businesses that couldn't survive without TTC's continued operation.
Toland's Downfall:
  • Part One: The Hedge Fund:
    • Over the years, TTC, Inc. sold much of its stock to its workers, Toland residents, and others.
    • An East Coast hedge fund slipped in unnoticed and began accumulating stock.
    • It eventually took control and immediately began dismantling TTC:
      • They moved many of the production businesses to markets with lower labor costs, some of them overseas or in Mexico.
      • Less profitable businesses that had long been propped up by the more profitable ones were simply closed.
      • Businesses with assets worth more than their output were shut down, with the assets and properties sold.
      • Properties -- residential, commercial, and industrial -- were auctioned.
    • Once the leeches had gotten all they could out of TTC, they split with their millions and left the town to tend to own needs.
  • Part Two: The Economic Collapse:
    • The collapse of the real estate market in 2008 led to even deeper turmoil.
    • Properties and businesses purchased by Toland locals were suddenly worthless because of real estate and mortgage speculation.
    • Many businesses shut their doors; real estate was sold to outsiders who didn't care to invest in Toland; many of the properties continued to lose value year after year, destroying the town's tax base and its subsequent inflow of money to the town and county both.
    • Both Toland Police and Fire went defunct, replaced by service from Toland County via the city of Magnus, 15 miles away. (Toland does have a resident Sheriff's Deputy, though, one Connor Evans.
    • All three Toland City schools -- elementary, middle, and high -- shut down. The students are now bused 4 days a week to Carlson Creek, some 20 miles away.
  • Part Three: COVID-19
    • This was the nail in the coffin for Toland.
    • Without Police, Fire, Clinic, or even proper town leadership -- the Mayorship lacks much authority anymore -- the town suffered severely.
    • There were more than 200 deaths from a population that at the time had stood at less than 2,000.
    • In less than 2 years, half of the population had left Toland.
Toland today:
  • The population, urban and rural, stands at less than 800.

    • Had dinner in Maxine's home with her, Charlie, Claudia, Mark, and Connor. (Begins Post #5.)
    • Claimed she was looking for a business opportunity. The others tried politely to discourage her from risking her money. (Post #8)
 
Randall Anthony Jackson (Randy)

Randy has never considered himself particularly handsome, but is happy to know he isn't repulsive either. He works out regularly, follows a relatively healthy diet, and supplements said diet with various vitamins and minerals, which he has thoroughly researched. One would not normally take him as a "health nut" - he certainly doesn't see himself in that way. He made it through 20 years in the Navy without smoking, but he has been known to drink an occasional beer or two, or three. Or more - but only on special occasions.

He joined the Navy (with parental consent) at age 17, and was off to boot camp a week after high school graduation. Initially an "undesignated seaman" he eventually found himself on the signal bridge of a destroyer - and thus knows more than the average bear about Semaphore, Flag Etiquette, and International Morse Code. He later converted to the Master at Arms rating - the guys who are the Navy's police officers on board ships. He eventually was promoted to Chief Petty Officer (kind of a big deal) and became so engrossed in his job that he spent very little time thinking and planning what to do with his future. He might have stayed in for 30 years, but by the time he hit the 20-year mark (and eligible for retirement) he decided he was sick of it all and wanted out.

He played a little basketball and baseball in high school, but didn't excel at sports. He ran track, winning a couple of awards and setting a district record in the 880 which stood for a few weeks before it was broken. (It was a very small rural district.) At one point in the Navy he was invited to rugby practice and fell in love with the sport. He played for a couple of years, playing Flanker and Number 8, until he was transferred to a place where they didn't play rugby for three years, then to a ship for another three. American Football bores him to tears.

Somewhere, somehow, along the line he amassed enough credits to get a college degree - a Bachelor of Arts in "business administration" - a virtually useless degree since he learned nothing about running a business - but having a "degree" didn't hurt his Naval career.

His marriage to the lovely young Annette Peterson turned into that familiar old story he swore would never happen to him. There was no infidelity on the part of either of them (as far as he knew) - she just wasn't cut out to be a Navy wife. So few are, but by the time they realized it, it was too late. She turned into a bit of a bitch, let her lawyer talk her into screwing him over as badly as possible, and they haven't spoken in years. He thanks God every day that he didn't have kids with her. He might or might not have made a great father. He knew beyond a shadow of a doubt she would have been an awful mother.

Randy likes to dabble and try new things, and the Navy experience has conditioned him to amass credentials. For instance, he is a Registered EMT in the Commonwealth of Virginia - something which will be expiring in a few months. Thanks to a distant cousin, a small town police chief who agreed to "carry his commission" (a practice that might be considered a bit sketchy if push comes to shove), he is a police officer for that same small town in the State of Utah. (Something he'll need to divest himself of soon, now that he's out of the Navy.) And that's not all he's dabbled in.

As for sexual proclivities - that's a secret.

He has two novels and three screen plays in various states of completion - but mostly they are all pretty close to the beginning.

    • I haven't described other caregivers but will.

Living situation (and other personal stuff):
  • She has a studio apartment in the 150 North building at 150 North Main.
    • It is directly south of The Modern Hotel and directly across from Founder's park.
    • She can see The Black Hole tavern out her window. It is located on the block kitty corner to the southwest, on Toland Avenue.
    • No one knows this, but the apartment is paid for by a regular who she sees in Magnus whenever he calls on her.
  • She lives alone but uses her place to hook up with regulars. (See next section.)
  • She works out every day to keep her figure: stretching, lifting light weights, and using an elliptical until she glistens in sweat from head to toe.
  • She likes herbal tea and yogurt with granola.
  • She likes to sit in her studio apartment's bay window in the dark and look out on the Town Square.
Career as a prostitute:
  • Becoming a hooker:
    • Her first trick was at age 16 at the Magnus Truck Stop.
    • A boyfriend had abandoned her there late at night without any money.
    • A truck driver offered her $50 and a ride home if she blew him.
    • She did, and finding it easy and not entirely disgusting, she's been a prostitute ever since.
    • She started working the Truck Stop, then moved on to other sites.
    • She developed some Regulars in and around Toland.
  • She keeps a low profile:
    • Her profession is not a closely guarded State secret.
    • Her Regulars do not openly talk about her. If they wish to recommend her to someone, they text her and let her make arrangements.
    • She's never been arrested, and she was only once detained for suspected prostitution. It went nowhere.
    • Deputy Connor Evans does know what she does.
    • Main Characters who know of Sammi's profession at the time that I wrote this include:
      • Connor Evans, Toland's Deputy Sheriff.
      • Mark Zane, the Modern's handyman, who has never used her services.
      • The as of yet unnamed Mayor of Toland, who is a Regular.
      • Vance Littleton, the owner of The Black Hole, who is also a Regular.
      • And Maxine Toland, the owner of the Modern Hotel. Maxine is an old friend of Sammi's Gma GiGi, and I'd like to say that sometimes Maxine gives Sammi business, but I have to clear that with Maxine's writer first.
  • Most of the people who know what she does leave her alone:
    • Sammi does her best not become a home wrecker.
    • She doesn't flaunt herself
    • She is actually a well-liked member of the Toland community, volunteering often.
  • Regulars:
    • Most of them have regularly set appointments with her.
    • She does, however, light a candle in one of her studio apartment's windows to indicate when she is available.
    • Nights of the week with Regulars:
      • Mondays: Vance "Little John" Littleton. 2-4 times a month, usually. (Their beginning was slow. Even though he'd known what Sammi was, he had still taken her coffee, to dinner, and to drinks at his tavern on three separate nights before he ever paid her to suck and sit on his cock. His payments over the month pay her rent and sometimes more.)
      • Thursdays: none, but once a month she works the "Third Thursday Texas Hold'em Tourney" in Carlson Creek, 20 miles away. (See this post, #18.)
      • The other days: not yet indicated.

Connor Evans -- Toland County Sheriff Deputy

Physical Description:

Childhood:
  • He grew up in Toland.
  • He was an athlete, collecting 9 Varsity pins, three State Titles (wrestling), and two State All-Star awards (baseball).
  • He was very popular with the girls.
  • Graduated in 2007 with barely a 4.0. (He is smart and intelligent, but he didn't try hard enough to excel in classes.)
Military:
  • He'd gone into the Army in 2008 at 19. (He hadn't wanted to go to college.)
  • He became a Green Beret.
  • An IED explosion messed with his hearing. Rather than leave the field, he left the Army.
  • He'd been in for 9 years, leaving in 2017.
Toland Sheriff's Department:
  • He didn't hesitate to come back to Toland, where he still had friends and family.
  • It only took one look at the employment outlook to know that his only choice was law enforcement.
  • In 2018, he joined the Toland County Sheriff's Department, first as a County Jail Guard, then as a Deputy (the difference being that "deputies" patrol the County).
  • Employment Trivia:
    • He hates delivering eviction notices and subpoenas (related to financial issues, such as overdue bills).
    • He normally patrols solo. The County can't afford two-officer teams.
    • He is qualified as a sniper, but thankfully he's never had to use a firearm on the job, let alone use a sniper's rifle.
    • He hates illicit drugs and keeps his eyes out for drug manufacturers/dealers.
    • He is fully aware that Sammi Rogers is a prostitute but does nothing about it as she is very careful and respectful. No, he's never used her services.
Personal stuff:
  • He rents a house on the outskirts of town that sits on an acre.
  • Personal trivia:
    • Nearly every odd numbered day, he eats a late breakfast or lunch at the Sunrise Cafe, whether he's working or not.

    • He ran a background check on Viola.
    • It came back clean. (See the second half of this post, #26.)
    • Will he still have suspicions? We'll see.
  • Saturday, March 22, 2025:
    • He questioned Nyland Cahn (nicknamed Khan) about the man's illegal salvaging of metal on the defunct TCCC campus. No arrests. In fact, Connor gave Nyland some gift certificates to Roxanne's to ensure he ate.

Richard "Dick" Donner -- Owner/Operator, Roxanne's, a Town of Toland cafe

Physical Description:

  • 25-35yo maybe.
Childhood and Family:
  • His parents, Keith and Roxanne Donner, started the cafe just after marrying.
  • Keith began suffering from early onset Alzheimer's and was put in an Assisted Living Facility in Carlson Creek in 2014.
  • Even though the Facility has staff, to afford it the three remaining Donners (Roxanne, Richard, and sister Josie) had to attend to Keith most of the hours of the day and night.
  • Initially, the cafe remained open from 5am to 7pm 6 days a week.
  • The continuing collapse of Toland took a financial toll on the family.
  • Then, in 2018, Roxanne died of a heart attack.
  • They couldn't maintain the cafe's hours of operation.
  • Now:
    • Richard cares for Keith through the night and morning. He departs at 9am.
    • A Caregiver covers until noon.
    • Josie (who is a morning yoga instructor) takes over at noon.
    • And a second Caregiver covers from 5pm-9pm, when Richard arrives for the night.
    • It's exhausting, but they're making it work ... barely!
Roxanne's
  • It was opened 40 years ago (1985) by Roxanne and Keith Donner.
  • It was one of only two eating establishments in Toland to survive the east coast hedge fund pricks, the COVID-19 shutdowns, and the following, unrelated economic collapse.
  • Her son, Richard "Dick" Donner, runs it now with some occasional, part-time, cash-under-the-table assistance. (He can't have an official employee because of the additional costs: workers comp, taxes, health care, etc.)
  • Dick arrives at 10 o'clock to begin cooking/baking and opens the doors at 11 o'clock.
  • He stays open later if a crowd dictates it or a profitable reservation is made, but by normal closing, he is usually to exhausted to worry about profit.
His place in the story:
  • He doesn't really have one yet, but he might. (I only wrote all of this so that it could be used by other characters and be entered into Alice2015's description of Toland. :)

Mark Zane -- Handyman (The Modern Hotel and all-around Town of Toland handyman

Physical Description:

  • Images: face, shirtless.
  • 28yo single male (born 1996).
  • 5'9", ripped.
  • Tattoos fill most of his right forearm. (See image above.)
Childhood:
  • He grew up in a larger city west of Toland (as of yet unnamed).
  • He was bullied as a young boy.
  • He spent a summer at the Toland home of an uncle, who taught him boxing and Taekwondo.
  • He came back to school that Fall, kicked ass on the bullies, and changed history.
Boxing career:
  • At 16yo, he began amateur boxing. He was good but not undefeated.
  • At 18yo, he began his professional boxing career. Again, he was good but not undefeated.
  • At 22yo, his opponent died in the ring, and Mark gave up boxing.
  • Only now in our story, at age 28 and with the help of Vance Littleton, is he again training to enter the ring.

Vance "Little John" Littleton -- Owner/Operator, The Black Hole tavern (and former NFL linebacker)

Physical Description:

  • Images: dressed, shirtless.
  • 33yo single male (born 1992).
  • 6'2", 290 pounds; he's a behemoth; practically the same body he had while in the NFL (see "Football" below).
Childhood:
  • He grew up in Philadelphia.
  • His was a happy, healthy household with four older siblings: Gregory, Natalie, Troy, and Evan; their ages are each 2 years older than their next younger sibling.
  • His father, Jake (a big man just like all his children) had been a college football player and, later, Defensive Coach for the New England Patriots. (See "Professional Football" below.)
  • His mother had been a housewife.
High School Football:
  • He played Varsity all four years, beginning as a linebacker and, as he got ever bigger, a tackle.
  • He set School, League, State, and National records for tackles and sacks, many of which still stand today.
  • His team went to State all four of his years on the team and took State his last three years.
  • He graduated in 2005.
College Football:
  • He was scouted by and offered full scholarships by 122 Universities.
  • He went with the USC Trojans, who were 1 of only 2 undefeated teams by the end of his first year.
  • He graduated in 2009.
  • He'd already been drafted by the New England Patriots, for whom his father was still a Defensive Coach.
Professional Football:
  • He played his first game for the New England Patriots on September 6, 2009.
    • In just a little more than 3 quarters, he scored 6 sacks, tying the one-game record for sacks that only 6 other NFL players have reached to this date. (He was 1 sack short of tying the record for one-game sacks set by
    • Kansas City Chiefs player, Derrick Thomas, against the Seattle Seahawks in 1990.)
    • Unfortunately, this was his first and only game for the New England Patriots after a collision and pileup of players snapped his knee in the first half of the fourth quarter, ending his career.
  • Because of stipulations in his Contract, he left with a severance paycheck of over $250,000, as well as lifetime health benefits regarding his knee.
After football:
  • One of the best orthopedic physical therapists was located in this State's Capital City, just 60 miles west of Toland.
  • Vance moved there to undergo therapy.
  • He visited Toland several times, began dating a woman there, discovered that The Black Hole (TBH) was for sale, bought it, and relocated in 2010. TBH was a successful business at the time, and he made good money. (See "The Black Hole" below for more.)
  • He is helping Mark Zane train for an upcoming amateur boxing match. (Alice's plans were to have the Boxing Night transferred to the Toland High School Gym as a way to bring money and attention to Toland. I assume that that is still the plan.)
Sex and Relationships:
  • He has a regularly scheduled Monday appointment with Toland's local prostitute, Sammi Rogers.
    • He likes her enough to make her his girlfriend.
    • Unfortunately, he can't support her, so she can't quit what she does.
    • He sometimes makes unscheduled visits to her apartment, one of her few Regulars allowed to do so as long as her "red light district-like" candle is burning in the window. (See this post.)
The Black Hole:
  • He bought TBH in 2010. I wrote extensively about TBH here.
  • In 2018, after RRF had torn TCI to pieces and the Industrial District was practically shut down, Vance would discontinue the Sack Lunches, cut TBH's hours, let his part-time morning preparers go, and settle on the life well described in Post #38.
In the roleplay:
  • Thursday, March 20, 2025:
    • He met Viola when Connor and Mark brought her over for beers.
    • Viola returned later and offered him a deal for revitalizing The Black Hole. He took it with great delight.
    • He then went to Sammi's for sex. They spent the night together.
  • Friday, March 21, 2025:
    • Viola gave him $30,000 to begin the revitalization.
  • Monday, March 24, 2025:
    • A big delivery truck arrived with the first of his supplies for his reopening, Friday, April 11th.

History of the Town of Toland

Link to the map (if you want to look at it)​

Before the "White Man":
  • The area was, of course, populated by Indigenous Peoples.
  • Since we have not identified the State in which the RP takes place, we are not going to identify the original First Nation(s).
  • The area in which the town exists was primarily relatively level, open grasslands and shrublands.
  • Surrounding it were vast forests.
Arrival of the "White Man", 1860:
  • The first White settlers, the extended family of George Toland, arrived in the late 1860s.
  • George and his family would establish Toland Timber. It would initially employ nearly the whole of the unincorporated area's population, directly or indirectly.
  • Slowly, Toland Timber would expand to include:
    • Mining.
    • Transportation (river and road).
    • Agriculture.
    • Hospitality (hotel, saloon, various servings, even a whore house).
    • And more.
Incorporation, 1890:
  • Toland had become a boom town, its population reaching over 800 by 1890.
  • Incorporation was overdue and finally came on 30 September 1890.
  • What had been called the Town of Toland officially became the City of Toland.
  • A Founder's Stone was placed at the corner of Main Street and Toland Avenue, in the southeast corner of Founder's Park, also known as the Town Square.
  • That intersection would come to identify the division of the town's addresses between north and south, east and west.
  • As a footnote, Maxine Toland's grandfather's grandfather was the town's Patriarch and Mayor, as well as the head of Toland Timber Corporation. (See next section.)
The Toland Timber Company becomes the Toland Company, Inc. (TCI):
  • Toland Timber continued to extend into new areas:
    • Real estate. (At one time, it owned more than 80% of the land and buildings in and around Toland.
    • Banking.
    • Insurance.
    • And more.
  • It continued to be the largest area employer by far, as well as one of the wealthiest corporations in the region.
  • In the 1960s, Toland Timber Company incorporated into the Toland Company, Inc:
    • Its Bylaws allowed stock sales only to residents of the City of Toland.
    • Stock-owning residents who moved away had 1 year to sell their stock before the company automatically regained it at the lowest stock price during that 1-year period.
  • Hard times in the late 1970s led to a majority of the stock being in public:
    • For the first time in TCI's history, a non-Toland CEO ran the company.
Toland's Downfall in 3 Parts:
  • Part One -- The Economic Collapse of 2008:
    • The real estate collapse of 2008 seriously hurt TCI, as it did everyone.
    • TCI lost millions and was forced to sell properties and businesses for pennies on the dollar:
      • They closed their banks, insurance companies, and other branches.
    • Ultimately, TCI would recover as a smaller corporation.
    • Ironically, it's stock value was greatly undervalued, making it ripe for a hostile takeover.
  • Part Two -- The Hedge Fund (2013):
    • The Robert Richardson Fund, a ruthless New York City-based hedge fund, had been watching TCI for years.
    • It initiated a hostile takeover, seizing control in 2013.
    • It began dismantling TCI:
      • They moved manufacturing to lower labor cost markets.
      • They closed low-profit businesses that had valuable assets and auctioned or relocated those assets.
      • They sold off properties -- residential, commercial, and industrial -- which led to evictions and more job losses.
    • Once the leeches had gotten all they could out of TTC by 2018, they sold what remained in pieces to mostly out-of-area buyers.
    • The City dies; the Town is reborn:
      • The tax base of the City of Toland had been devastated.
      • It began shutting down public services:
        • The Toland City Police Department was closed and replaced by the Toland Country Sheriff Department.
        • Fire and ambulance services were drastically cut; only 1 fire engine remains, and the only paid fire fighters were fired.
        • Other town services such as garbage pickup, water purification, sewage treatment, etc., were transferred to either Toland County or the nearby Cities of Magnus (to the south) or Carlson Creek (to the north).
        • All three Toland City schools -- elementary, middle, and high -- shut down. The students are now bused 4 days a week to Carlson Creek, some 20 miles to the north
      • Toland's status as an incorporated City was suspended for legal reasons.
  • Part Three -- COVID-19 (2019-20)
    • COVID was the nail in the coffin for Toland.
    • Without Police, Fire, Clinic, or even proper town leadership -- the Mayor has little authority anymore -- the town suffered severely.
    • There were more than 200 deaths in a population that at the time had stood at less than 2,000.
    • Lockdowns meant no work, no work meant no money, no money meant people began leaving
    • By the end of 2023, the population of Toland had reduced to 800 residents.

Understanding the layout of Toland's roads/addresses

  • In case you want some history, see this post.
  • Toland was built around its two original roads: Main Street and Toland Avenue.
  • The North, South, West, and East designations of street addresses originate from the intersection of Main and Toland.
  • Main Street:
    • The blue road running north-south.
    • To the north 20 miles is the City of Carlson Creek.
    • To the south 15 miles is the City of Magnus.
    • Its State designation beyond City Limits is Hwy 15, but it also has a second name -- River Barge Road -- which has a great story I will post soon (and link here).
  • Toland Avenue:
    • The road running east-west through town immediately to the south of City Hall.
    • Toland Avenue is no longer a through road in either direction far beyond City Limits.
      • To the east, it ends in the Industrial Park.
      • Taking a couple of turns at the east end of Toland Avenue will take you to the Vizcaino River Covered Bridge, the last covered bridge in the State that still serves motorized traffic.
    • Once upon a time but no longer, Toland Avenue ended at the Vizcaino River Ferry, which crossed the river of the same name.
    • Beyond the ferry was the City of Yarborough, 35 miles to the east.
    • To the west, Toland Avenue now ends at a flooded Nature Reserve and Bird Sanctuary a couple of miles outside of the City of Toland.
    • Once upon a time but no longer, Toland Avenue -- at the time designated State Highway 90 -- connected to Capital City, 40 miles to the west.
  • Toland Avenue's State designation had been Highway 90 until the bypass -- the new Highway 90 -- was built.
    • The new section is the east-west running blue line labeled Hwy 90.
    • It connects to the old section to the east and west of the City.
    • A new bridge was built over the Vizcaino River to replace the Ferry.
Founder's Park (aka Town Square)
  • The park in the middle of Toland is officially called Founder's Park but is often also called Town Square.
  • It is 6 city blocks in size and features elms, maples, and oaks that existed here before the first "White" men arrived in 1860.
  • It's not very well cared for at the beginning of our story, but who knows what might happen, right? XXX

  • It is the original and is decrepit and needs replaced. XXX
  • The City can't afford to replace it, and the County won't replace it until it actually fails, which could mean the residents on the water system losing water for months.

Schools
  • Toland once had 3 separate schools: Elementary, Middle, and High.
  • After the Three Strikes, the tax base and enrollment both plummeted drastically.
  • The schools were forced to unify with those of Carlson Creek, 20 miles to the north, and students are bussed there:
    • Students gather at City Hall in an otherwise unused room, where breakfast and sack lunches are provided.
    • Students living within City Limits must get to City Hall on their own.
    • Students outside City Limits are collected via 4 buses.
    • Two buses transport the students to Carlson Creek.
    • At day's end, only two buses return students to their homes.
  • The school week for Toland students was reduced to a 4-day week as a cost cutting measure.
  • Most after school programs have been suspended, including sports.
Train Service
  • The West-Central Railroad came to Toland in 1882.
  • It provided both passenger and freight services; the passenger station is immediately to the east of the Main Street Railway Bridge.
  • A sidetrack serviced Toland Lumber Company, and as the Industrial District expanded to the north of TLC, spurs were added to offer service within 2 blocks of every business.
  • The Three Strikes took a toll on the Industrial District, particular the hedge fund raping.
  • As businesses closed, rail spurs were abandoned. Many rails were stolen over the last decade by salvage thieves.
  • Passenger service ceased in 2019, just months before COVID.
Water, Wastewater Treatment, Garbage Collection
  • Water supply:
    • For decades, Toland's fresh water came from a trio of wells located around the City.
    • They were high in mineral content and had a slight brown tinge.
    • The water is safe by Federal Standards, but the people hated it.
    • In 1978, TCI (Toland Company, Inc.) paid for a new processing plant that took water from a bend in the Vizcaino River north of the Industrial District. People loved it this water.
    • Then, in 2021, that processing plant failed, and the City couldn't afford to repair it.
    • They reverted to the wells.
    • There is a need for improved water purification and distribution. XXX
  • Wastewater Treatment:
    • The plant is on the Viscaino River east of Toland; flow is to the south, away from the Airstream RV Park, the very popular Vizcaino Park, and -- farther upstream -- the freshwater source when the City takes from the River.
    • The plant had been under direct control of the City of Toland but is now under the operation of a for-profit company supervised by Toland County and paid for by local, state, and federal funds.
  • Trash Collection:
    • Again, this used to be handled by City of Toland personnel and trucks.
    • It is now handled by a for-profit company supervised by Toland County and paid for directly by participating residents.
    • The high cost leads to a great deal of illegal dumping.
Industrial District
  • Located outside City Limits for environmental and economic reasons.
  • At one point, more than 3,000 people worked in the light and heavy industrial businesses north of the West-Central Railroad tracks. (See "Toland Lumber company about the other 1,000 workers.)
  • During and following the Three Strikes, businesses were laying off workers and/or closing down at unimaginable rates.
  • Today, there are fewer than 200 workers in what is typically called the District.
  • Because the roads and other services are not legally the responsibility of the City or County, they get very little if any maintenance.
Toland Timber Company
  • Located to the southeast of the Industrial District, this was the first major employer in the area, dating all the way back to the 1860s. It was the beginnings of Toland Company, Inc. (TCI, not to be confused with TCC.)
  • As the years and decades passed, and the volume of board feet logged in the area dropped, TCC modernized to provide more specialized processing. It remained profitable until the 1980s, and even then it continued to operate at a loss to support its vast number of loyal employees.
  • At one point, more than 800 people worked in TTC alone, with another 200-500 working in directly related businesses.
  • During the hedge fund portion of the Three Strikes:
    • TTC was the first business closed, and its employees fired with no notice or severance; even their pension fund was raided, with employees getting a lump payout of less than $1,000 at most.
    • Usable equipment was sold to other companies, with anything recyclable scrapped.
  • Today, there are a few independent workers using the old TTC grounds.
Toland Municipal Airport (TMA)
  • Once upon a time:
    • TMA was owned and operated by the City.
    • It never had a tower, but did get direct communications from the tower at Carlson Creek.
    • It offered hangars and tarmac tie-downs.
    • There were various contract mechanics over the years.
  • Usage:
    • Various local residents and companies kept small propellor planes there over the years.
    • The Toland Family kept a series of propellor planes there and, while Toland Corporation Inc. (TCI), even kept a small Leer Jet there. Executives used it, but it was also used for charitable purposes: special trips for students, emergency medical trips, Search and Rescue, etc.
    • Other locals had prop planes there.
    • During the festival/holiday weekends/seasons, the airport was more heavily used by tourists and even had a local flight controller.
  • Then came the Three Strikes:
    • People sold or simply relocated their planes.
    • Collected fees fell so low that the City closed the airport.
    • It isn't actually legal to land a jet there, and most pilots won't even land a prop there, either; the runway is cracked and growing grass on it, and a lack of maintenance of fences and bird-control measures makes landing there a hazard.
    • Many of the hangers were scavenged for the aluminum, steel, and other recyclables.
City Council
  • The City Council is headed by the Mayor and includes 5 Council Members.
  • Even though they still meet and still hear the citizenry, much of what is being asked or demanded of them simply isn't in their purview anymore; so much of the control has been turned over to the County or State.
Tri-City Community College Annex (TCCC)
  • In the 1960s, Toland landed the contract for a Community College Annex that was meant to serve the communities of Toland (obviously), Magnus (15 miles to the south) and Carlson Creek (20 miles to the north).
  • Any resident of Toland County is eligible to take classes here, but residents of those three Cities were given first come, first serve rights for picking classes, as well as a 15% reduction in tuition (because the three Cities paid some of the bills via local taxes).
  • Toland Corporation Inc. provided millions of dollars each year in support of the Trade School curriculum offered by what most people called "Tee-Triple C".
  • Again, like with so much of Toland, the Three Strikeskilled the campus:
    • Richardson killed the funding.
    • Decreased tax revenues and increased tuition did the rest.
  • The Toland Annex of TCCC closed its doors for good when COVID struck hard in early 2020.
  • The property is patrolled by Toland County Sheriffs, but really, what can they do when they only go there for a few minutes each day? Almost every exterior surface has been tagged; most of the windows are broken out and covered by plywood; squatters are a persistent problem; meth cooks have been discovered there, with one even causing a fire that took out a small building; and more.
Northend Neighborhood
  • The Northend Neighborhood had been planned throughout the 1990s and began to develop beginning in the year 2001.
  • It was to include:
    • 50 single-family dwellings with the possible ultimate expansion to as many as 150.
    • Three small parks, a tennis court, a skate park, and two playgrounds.
  • The City of Toland (with some County, State, and Federal matching funds) paid to put in all the water, sewer, power, and gas lines, then built all the roads.
  • The problem was that it was built in the Vizcaino River Flood Plain:
    • By 2003, 14 houses had been occupied and another 14 were under construction.
    • In April of that year, the century's worse flood struck, destroying all 28 properties.
  • The Federal Government paid for a new dyke that would protect the neighborhood.
  • But the roads had been undermined by shifting earth, and no one was willing to build there again.
  • The property was condemned, and yet it is still occupied by a couple of dozen squatters in trailer houses, fifth wheels, and even trucks with campers. The Sheriff Department leaves them alone so long as they aren't trouble.

  • When Matt came home to bury and grieve his father, Richardson's agents approached about selling his father's shares in the company. Matt sold his shares to Richardson in order to just make the problem go away. After that he sold almost all of his assets in Toland before leaving town.
  • He then finished college, graduating with a business degree, found a few significant financial successes, and made a (not super) model his wife.
  • Almost a year ago he caught his wife, Christine, fucking his best friend which lead to a protracted and brutal divorce that has left him emotionally and financial drained.
  • Trying to figure out what to do with his life, he stumbled on the only piece of residential property that he owned that his wife didn't take in the divorce, his family home in Toland.
Notes:
  • His family home is a large, old house that sits on a hill overlooking the town. While it is an older house, it has been kept up to modern building standards. It sits on a property of several acres. The house is currently lived in by an older caretaker and his family the Matt has been paying to keep the place in good condition.
