The year is 3000 and humanity has made many great strides. Among the many accomplishments that would shape the development of a new more advanced global culture was the success of the Japanese Scion Program. The Scion Program was a scientific initiative, undertaken in the early 2900s to unlock the ability to use unaccesed areas of the human brain. The program's mission came to fruition in early 2920 when scientist created the first Scion, a human able to access the unused recesses of the brain.

Scions possess both increased physical and mental capabilities as well as another ability unique to each individual Scion that allows them to manipulate the world in a subtle manner. As the years past more Scions began to emerge, pushing the world towards what was called the Great Catalyst. With the Scions presence great strides in many fields of science and technology were reached, advancing goal culture and society at a rapid pace.

Now the world is a place of futuristic technology, no area more so than the city of New Tokyo and home to two of the biggest Scion run organizations in the world.

The first organization it's known as S.T.A.N.D, or the Scion Tactical Analysis and Neutralization Department. S.T.A.N.D is the main law enforcement force in New Tokyo, far outnumbering the NTPD in manpower and resources. The main unit of S.T.A.N.D is the Core, a unit of Scion justice officers who's duty is to investigate and prevent Scion perpetuated crimes as well as hunt Scion criminals.

The biggest opposition S.T.A.N.D faces comes from HACK, a powerful criminal organization funded by the most powerful crime bosses and corrupt members society. HACK runs the majority of New Tokyo's nightlife and underground. Boasting powerful members and large amounts of funding HACK is one of the most feared organization in New Tokyo.

The source of HACK's fearsome reputation stems from a single group of Fixers known as the Tough Luck Club. The Tough Luck Club are powerful Scions who serve as skilled and elite hitmen for the wealthy and protectors of the HACK organization itself.

With S.T.A.N.D and HACK finally coming close to an all out war the Tough Luck Club has its work cut out for it.
