Well, no, there are several other agencies with slots in embassies and more nondiplomats in an embassy than diplomats, but the State Department controls embassy evacuation orders.

But this doesn't answer the question I asked anyway. I'm suggesting that most Americans in the "no dependents" embassy in Iraq are designated emergency personnel. I don't think enough Americans were pulled out under this order for it to be anything but a postering stunt.
