What is the purpose of the "secret undercover army"?

According to this expose by Newsweek, the DOD has 60,000 people secretly working for it, pretending to be civilians -- they call this "signature reduction."

What the article doesn't explain is, why? What are they planning to do with this secret army? Is it only for intel and espionage, or do they have something more sinister in mind?

Are they in place to play some role in an expected war, or to put down an expected revolution, or to support a military coup, or what?

Near as I can tell from the article, there doesn't seem to be any purpose -- the whole thing is just Art for Art's Sake.

It's like somebody in the Pentagon watched that and thought, "It would be so kewl if we could have something like that in real life!"
