Sure, and they also define it as:
"a formal expression of opinion, will, or intent voted by an official body or assembled group"
None of us individually are a "official body or assembled group" so it doesn't make sense from that definition either.
I am referring to resolution in its simplest form which is merely a formal declaration of intent.
