Open and honest communication with your sexual partner(s) is always the way to go. I'd recommend having the conversation outside of sexytimes, so he has time to adjust to the idea, and you have time to consider your limits and what you specifically want out of the experience. "Hey, I've been thinking about our sex life, and I want..." will definitely grab his attention.
Most importantly, don't start your first spanking session with just spanking. Get warmed up with some foreplay first, then get set up.
For first time spankings I'd recommend over his lap, nude, or even laying down in bed together, and using only his hand. Warm up with 5 to 10 light spanks, then let him go harder until you hit your limit for the stength of the impact. Let him know immediately, then he can back off, rub a bit, and start again with a good idea of how hard to spank you that will bring you the most out of it. Sting will be determined by his wrist movements, and be communicative of how much sting you enjoy versus the impact. For the first time I'd recommend low sting. You can experiment with different levels of sting from different implements next time.
Also, do your research for aftercare and make sure to explain in that initial conversation that the after care process is part of it and one hundred percent necessary. You will both need the time to adjust physically and mentally. Aloe is a common one, and a gentle massage after, emphasis on gentle, is good practice.
Also, be careful to avoid impact above the butt. Never strike the lower back while spanking, or kidney sections of the back. Hamstrings are usually fine but that's usually more reserved for spankings with a switch rather than the hand.
Edit: For tying you up, suggest he learn a basic bowline knot and use two of them for cuffs. It's a simple tie, and so long as he can slip a finger under the rope once he's tied it on you, it should be comfortable with no risk of accidentally tightening around your limbs and causing circulation issues. With everything, start simple, build experience, which will build confidence, which will lead to exploration and experimentation.
