We use sharpies, as they tend to smear and transfer less after they dry - just as a note.
We used the gel pens that are supposed to be safe for skin, but ended up with the ink transferred everywhere - one was a drawing of a dragon around my ankle, and because of how I sleep, I ended up with it transferred onto the calf of my other leg. Holly drew a heart on my leg, and it got transferred to my other leg, her leg, and the boy's leg ... it was interesting, but not what we had intended. Crayola markers work well, but don't use the washable ones, as they tend to bleed and smear more. We have used regular ink pens (transfer like the gel pens do), random brands of markers (crayola tend to have softer tips that don't hurt as much, for those who aren't into pain/discomfort), and we like the sharpies best of anything ... they will still smear and transfer some, but as long as you let them dry first, it's pretty minimal (if the skin is clean and dry to begin with ... so it's something to do before you get all sweaty )
