World building, weather it be a whole world or just a town.. is frustrating to say the least.
I'm guessing you're talking about minecraft. Maybe you should try to get some of these guys.

So, I have started work once more on my game world.
Not to overwhelm myself, my starting place is 'The Stonebridge Valley.'
Named for the Monolithic stone bridge that spans from the Eastern mountain to the Western and can be easily seen by anyone to the south of the valley.
Most southerners do not know of the second bridge that spans the same mountains.. but at the far north end of the valley.. and as a side note, beyond the great north damn, no one knows what Northeners see or think.. a vast icey wasteland spans out from the North damn.. a huge construct in it's own right.
Now.. Size, how big is the valley.. I don't know. Really, I want to put down a number, but I am always boggled by numbers and size [It's never mattered to me] I know that there is a city that runs along both sides of a river that comes down from the damn and flows to the south out of the valley.. there are two Dwarven cities in the mountains, an Elf kingdom in the forest and a Stronghold of halflings at the center base of the western mountain.
So.. just as a thought.. how big would You make the valley..

How many people are in the cities?
And is there anything special in these cities.
Headquarters Monuments, Museums or Major Schools.
With that many different groups living all in the same valley, it would have to run for miles I'd think. Maybe it's like the Ohio River valley, or if that's too big, how about the Etowah/Oostanaula/Coosa river systems in north Georgia. It used to be the heart of Cherokee country, but not too far downriver would be the Creek nation, just in Alabama. If population numbers help, some estimates believe there were about a million Cherokee at their height, which spanned parts of Tennessee, Virginia, North Carolina, South Carolina, Georgia, and North Alabama. At the time of removal, there were estimated to be about 20,000 or so.
Okay, sorry to get off on that tangent. I love studying the history. Anyhow, estimate around 20 square miles for a town/settlement of 500 people. That's just a guess, but considering the farmland required and room for other industries and resources, I'd say it's reasonable. Remember that square miles are # x # so it could be 10 miles x 2 miles, 5 miles x 4 miles, etc.
When you figure it out, I'll come and live there. We'll be best mates.
Not sure, only have a vague idea at this point.
I've only written down a few street names, mostly for some friends.. Nowlins Court, Dwyer Ln. etc..
The majority of people live in the city along the river.. which is long and wide..
The City council/Ruling body have a place near the center of the city on the east side.
A Prison was built into the mountain with the help of the Dwarves on the west side.
Not that there are very many people in the prison.. law enfocrement is fairly good in Stonebridge.
I know there will be a joint Wizard/Bardic college.
Schools for the common folk are decent, reading, writing, math are encouraged, but not mandatory.
A Museum.. I haven't thought about that. The Halfling city/fortress has a Hall of Heroes.
Ok so at least one department for guardsmen. Four cities and a central council. Across two sides of a river (like My city) A school.
I'd say you have close to 160 square miles in five bureaus.
With farms on the outlying skirts on the lower bank. Away from the prison. You could have room for close to 45,000 people. and it would take approximately a week to cross the city from end to end.
