Yes--on a very small sample size, uncirc gives more to play with, is pleasing to give oral to because a lot more responsive, and doesn't need as vigorous friction to come. On the other side, circ can take way more friction and last longer in my very small experience with either.

I don't suppose it's really the same though. When you do it, it's temporary and you aren't used to it. Every man I know has had it that way since infancy.
