Try a tawse. Here it is on it's side. The handle is wood and the rest a thick gauge double strap leather that is also split down the middle.

I think traditionally they don't have wooden handles. But of all my toys that I've tried on myself, this is the nastiest.

After seeing that picture I must inform you that I am a member of PETA and other animal-rights activist groups and I am going to report you immediately for using the cat in that picture to whip someone with.
