That's the great thing about drawings. Some stuff would just be too cruel even on a willing subject, but with art you can let your mind go crazy.

Not sure, but that looks like Ozuma Kaname's work - most of his are in colour, but very similar style. Worth a look!

I just looked him up on Google. From what I can see, he's designed some really beautiful, intricate tattoo art. The artwork I posted seems like a different style than his, but hard to tell for sure.

Actually yeah, I think you're right. He did a lot of bondage/predicament art, but if it had been him, the lady would be tattooed. Not sure who I was thinking of, then.
