That's not what happened. NYC didn't budget 12 Billion for illegals. The Mayor said by 2025 they estimate they will need to spend that much of their own budget dollars without State/Federal aid. That is not a fair burden for the City to pay. Statements like that are a way of a city getting the ear of the next levels of government.
