They do look more like thumb or toe cuffs, than handcuffs, now that you mention it. Either way, it nicely isolates her nipples for further attention .. ;)

Maybe she made his drink for him and she totally fucked it up by putting ice in it. So he taught her not to make that mistake again. Maybe she was paying too much attention to her shoes and not enough attention to how he wanted his drink.
