We always used to talk about the top of the stocking as the "giggle band", as in "once you're past there you're laughing".

So few people know the top of a stocking is called a "welt", but I kind of wished it had a different name as it is kind of misleading even when the word is used properly.

But I fully agree with you.

I don't remember what national news lady it was, but one got caught showing her welts on air, and she was later asked about wearing stockings instead of pantyhose, and she fully fessed up to it and said she almost always wore stockings. She just preferred them. I always suspected from her casual way about it, that she had expected to get caught at some point wearing them, and kind of liked the thought of it.
