I'm not sure about women, but I think that men, especially those who are shy or otherwise not confident about speaking to the opposite sex, like to fantasise about women who they have an existing non-sexual relationship with, whether that is coworkers, someone you talk to at the bus stop each day, your friend's girlfriend, your friend's sister etc. It's usually far easier, and maybe from their point of view more realistic, to fantasise about an existing relationship turning sexual that it is to imagine meeting a girl and quickly progressing to sex. Sexually inexperienced men often believe sitcoms and the like that portray friendship as the first step towards sex rather than something quite different or, many would argue, a step away from sex.
I guess incest fantasy is the ultimate progression of this. When you are young and still living with your parents the girl you probably know best in the whole world is your sister. Even though it is a huge social taboo, it might be easier to slot her into a sexual fantasy than a girl who you may not know too well, or even more so a stranger. You already know how she talks, acts, what she wears, her daily routine etc, so in many ways it is more realistic, even though in reality the opposite is usually true. The same could apply to an older man who doesn't really know many women any more and so fantasises about his daughter.
As an alternative theory, I also wonder if a lot of people turned on by incest stories don't really have a family member of that type and so can't really relate to the scenario. For example I am quite turned on by brother/sister stories, but I don't have a sister. On some level I imagine the idea of having a girl (maybe hot) around your own age living with you, who you might play fight with, occasionally get to see naked accidently or whatever, sounds a lot more sexy than it actually is in practice. By contrast I'm not turned on at all by mother/son porn because I have experienced a (perfectly normal/non-sexual) mother/son relationship so the stories quickly seem too unrealistic to me.
Or maybe it is just the taboo thing. Who knows, just throwing some random thoughts out there
