Lingerie is first and foremost a statement of willingness, of interest, and of enjoyment. (Unless we're talking about someone who's wearing it out of obligation, but I'm looking at healthy relationships here, not sadness...) It's a deliberate statement that she wants me to get turned on. Moreover, it shows effort toward that. Saying "I want you" is sexy, but actually doing something about it is much sexier.

There is also an intimacy factor. It says "I want you to see what other people aren't supposed to see," and while nudity does the same thing, lingerie provides something new to it. Yes, I want to see my girlfriend naked (I'm in love with her, after all), but when she's wearing lingerie it has all that intimacy plus she's doing something new or at least outside the norm.

It also provides anticipation, which always makes sex better. It provides a tease, which is a turn-on. And in most cases, the lines that are drawn with lingerie draw attention to a woman's figure, her curves, and her naughty bits.

By and large, I'd rather see an attractive woman wearing more by way of lingerie than less by way of swimwear. A bikini can be sexy, sure, but it has a purpose beyond sexuality. Lingerie really doesn't, and so there's no ambiguity there. She's wearing it to be sexy.
