Thicker lengths of rope can be used as relatively silent floggers. A similar thing can be imitated with a towel, tightly rolled and held tight with elastic bands. The density of the item means that it doesn't vibrate, so there's less of a slapping sound. Thicker items generate different bruises though. Mind you, that can be fun in itself...
