This raised a bit of a red flag for me. Dowels are made from soft wood and can break fairly easily, even the thickest ones, under the kind of stress that results from a striking motion. When a dowel splits, the ends splinter and leave nasty sharp ends that can hurt someone quite badly. The same is true of the plastic wands used for venetian blinds sets. A true cane, manufactured of material that's designed to absorb the kinds of stresses we're talking about here, would be much safer.

My mentor in these matters, Sir Winston, suggested that I check out cane-iac.com to learn about canes and caning safety. Please follow his advice.
