What to Do
I never been lucky enough to see someone nude in public -- What is the proper response? A few years ago I saw a woman at a laundromat/tanning place -- and she opened the door wearing only a t-shirt and panties and it surprised me so much I just stood there -- She didn't notice me at first and then She saw me looking and smiled and closed the door. When she left I didn't speak to her because I was worried it would bother her.

Roma Palace is an Indian restaurant and catering hall in Garland, Texas. They don't advertise anything about nude servers, nor anything about gambling machines.
Gambling machines sounds more like Las Vegas or at the least a casino, yet there isn't any casino called "Roma Palace." There is Cesar's Palace which does use laurel leaves in a wreath, yet this looks nothing like Cesar's palace.
Also, this is an old picture. Coca-cola Blak was distributed from 2006 to 2008. There is an advertisement for it on the table.
A lot of the machines are in English, one guy is smoking Marlboro lights, and I think one fella is drinking a coke and another a Sprite. Not definitively American, but it suggests it is.
In other related pictures, you see this server alone doing work throughout the entire room. I take it she is a server and works in the place since she is seen sweeping up and generally cleaning the machines nearby. There are some columns or relief columns with a painted fresco behind it but it's nothing like what Cesar's palace looks like. Two women are in a couple of the pictures, one Asian and the other is blonde, both seated as patrons.
I then found more pictures and found out the waitress is named Barbora. All the pictures are hosted on a Russian website eek! I also just found there are other waitresses, but she alone is nude. The others wear a simple white short sleeve blouse and black blazer with a black short skirt.
They have one advertisement for "Lavazza" which is an Italian espresso, out of Turin, Italy.
Another advertisement is for "Cappy" soft drinks which is sold in 25 countries in Europe, Asia and Africa.
Aha. Roma Palace - Lidická, Prague, Czech Republic. With a name like Barbora,
I guess I should have guessed. I'm surprised the inside is all in English.

heh. I suppose it might look like that. I used to be a designer and needed to do extensive research and detailed observation like that all the time, though that was an easy look around (only about 15 minutes worth. It took longer to write it all out than it was to find it).
I'm still a designer, but not in the same field and not nearly paid as much as I once was... I miss that work (heh. obviously).
Several thoughts
Love the photos DD. Many that you have posted do seem to fit your fantasy where the woman's nudity is mostly disregarded by the clothed people around her. Can't say I understand why you would not want to be the center of attention, unless it's related to a sense of security when in a vulnerable situation. But that's not to suggest there's anything wrong with your kink. Merely that it doesn't work so much for me.

Okay, that is weird.
I've driven by this place dozens of times (Buckingham /Plano) but never paid any attention to it.
