In a BDSM-submissive context, I think they might have originated from spiked dog collars, so there's a bit of a "being dressed like an animal" aspect to it.

In other contexts: they look cool and gothic, they discourage people from grabbing you by the neck, and if somebody's hassling you on the way to/from the club, you can take the collar off your neck and wind it around your hand to make a passable set of brass knuckles.

Not my trick, but I'm aware of people doing it. The goth clubs I used to go to were right next door to the strip clubs that drew drunk and occasionally obnoxious young men, which made for some unfriendly encounters on the footpath.
