In Vermont public nudity is legal (stripping in public is not) so I have driving nude many times. I am a dude so it may be a bit easier but I have also done it in a convertible sports car with the top down so pretty sure I was seen.

I don't know .....this riding in the car nude has always been a distraction to me . Every time my wife would get naked it would lead to me fingering her .
