Maybe we can help out Washington DC by altering or tossing the District of Columbia Home Rule Act of 1973 (Public Law 93-198) which granted Washington, D.C. a degree of self-governance. However, Congress retains ultimate authority over the District and can review and overturn laws passed by the D.C. Council. Congress can revoke or limit home rule by passing legislation that either repeals or amends the Home Rule Act. Congress can remove or restrict the powers granted to the D.C. government. It can place federal officials in control of local functions and impose laws or budgets directly on the District. Fixing the inner city neighborhoods of cities like Chicago is a different problem entirely, if only there were a manual for disaster management.
Moynihan at least had the intellectual honesty to openly admit it was a disaster and tried to do something about fixing it. But it was too late, it had become a vote grabbing gravy train for far too many politicians so today we have a situation where 80% of black children are in fatherless homes.

Absolute truth.
Here's the back story. This is an election year in NM for Gov. AND for Mayor of Albuquerque. Crime is a HUGE issue and the dems are not polling well. So the little hobbit (she's like 4'10" or something) is trying to play a backstop for her party.
There's always non altruistic reasons when dealing with most politicians actions. But its still someone on that side changing their stance and its a good look-on the surface-for her, and a bad look for her lunatic party and a win for the republicans.
Let's hope so. I'm meeting with the Repub. candidate for Gov. this coming Thur. and I believe the leading Repub. candidate for Mayor is going to be there too. The problem is I know them both and they're both nice guys to their core, they aren't brawlers and I fear that's what it's going to take, brawlers.

We shall see. It's a fund raiser being hosted by some friends that own a security/private investigation company. They know where a lot of the skeletons are buried. But knowing and using without legal repercussions is a different thing.
True, their issue is now that they've been so biased for so long their brain dead brainwashed viewers go crazy when they hear actual truth and not "their truth"
