I had a similar thought when I first saw the image gracie. Perhaps it is an advert for wearing seatbelts.

Consider how far back the seat is. I doubt she would be able to reach the pedals. She’s not getting ready to drive, so it’s likely either an ad promoting their use or some sort of news photo (and there was almost certainly media coverage of government regulations requiring seat belts to be installed in all new cars).
