Would he? Were you breast fed as an infant? Fixating on any body part (breasts, ass, and so on) means that you did not "master" the correct phase at the right age in life.

Birth to 1: Oral Stage; being breast fed or not.
1.5 to 3 Anal Stage; "mastering" potty training or not.
3 to 5: Phallic Stage; the most crucial and challenging stage in development. Not "mastering" it can result in guilt, anxiety, and fixations.
5 to puberty: Latency; one begins developing closer friendships in life, values, their own beliefs, etc.
puberty on: Genital Stage; one begins the pursuit to lasting and meaningful relationships (Ie: life partner). If someone didn't "master" even one of the earlier stages of development, that is where they become a "bad", "odd", etc, type of adult.
