It is completely possible to be a dominant bottom. Being *done to* but being control of being what is done.

Like, dominant and submissive are one set of terms. Topping and bottoming are another. Most submissives seem to be bottoms, so those to words tend to get linked together, but they're not mutually exclusive.

Topping from the bottom is more associated with being a naughty submissive.
