That's not what they do.

The losing party requests a recount if they feel there are gains that can be made for xxx reason. When they give up, the final count is done.

That happens every election.....but the Internet has decided that this is a new thing.

Some recounts are automatic. Most states only perform one and then require parties to request/pay for anything beyond that.

A good chunk of the provisional ballots will be rejected, which is why everyone, including Democrats, knows that Casey lost and should concede.
