Biden has been put into a position where he has few to no choices. He can either begin the next civil war by nationalizing the Texas National Guard or he can resign as ineffective and incapable of carrying out the duties of the office of the President or he can do nothing.

My bet is that he'll probably do nothing while BP sues and makes a lot of noise over the coming months about how Texas is engaging in insurrection against the nation. This will make a lot of political hay for the D's and they will use it for everything they can get out of it.
