Over time humans stopped procreating and the job was taken over by massive computers matching genetic codes for women and men to be created in "Maturnity Hospitals" where the zygotes are created from donated ovum and sperm, grown in "Birthing Tanks", raised and educated in something like boarding schools, then sent out to the work force...

Isn't that "Brave New World" by Aldous Huxley, or "We" by Yevutshenko?

Huxley used that idea, but didn't really expound on it much. Also his era was not well versed in the human genome. Yevutshenko I've not read.

There are other writers I could name who have used this idea from time to time. Heinlein, for instance, concluded it was a really bad idea in "Time Enough for Love" and refused to allow artifical birth at all. This novel more than anyplace else is where I'm starting from.
