Isn't that "Brave New World" by Aldous Huxley, or "We" by Yevutshenko?

Huxley used that idea, but didn't really expound on it much. Also his era was not well versed in the human genome. Yevutshenko I've not read.

There are other writers I could name who have used this idea from time to time. Heinlein, for instance, concluded it was a really bad idea in "Time Enough for Love" and refused to allow artifical birth at all. This novel more than anyplace else is where I'm starting from.
