Ok, its not really clear as to what kind of maps you're looking for. However, Map Maker North America offers both a free mapping program and a more advanced professional version. The mapping data can come from a variety of sources, including the USGS GIS data sources as well as GPS data sources. Give them a look over, they might fit the bill.
