The "War on Terror" is a misnomer, you can't wage war on an ideology as has been stated numerous times.

Congress was pretty clear about whom the President is supposed to pursue in the wake of the 9/11 attacks with their AUOF (aka, "declaration of war") resolution, and what his powers are. What is so difficult to understand about it?
