The razor burn should go away if you shave regularly for about 10-12 days. One's cock and balls do look better shaved.

If you feel concerned about it at all that might be a way to go. I always find that its better to wax, because its only a short moment of discomfort, and then so much longer with it silky smooth. No razor burn to worry about and no blades! So, I'd say go the waxing!
