I think it's easier to do this in a universe where the personalities of the superheroes are known and they're kind of celebrities. Like in The Boys or Jupiter's Legacy.
Options for how this might happen:
1. The superheroine likes to masturbate while flying naked over the city. She flies high enough so that no one can see her from the ground. But she hit the lens of an amateur astronomer's telescope. It was an electronic telescope with a recording function.
2. I was reminded of the myth of Cuchulainn. He had a magical birthmark that made any woman fall in love with him. But he also had a geis that forbade refusing to help women. What if the heroine received the power "to help all those in need", but when taken, she cannot refuse to help anyone. Provided that he is not a criminal and he really needs help. One guy for a joke asks her for help with his boner. She tells him to fuck off and is about to leave, but she feels that her strength is leaving her. Then she realizes that she must "help" him, otherwise she will lose her strength. Having learned this secret, the guy begins to blackmail her.

I also like the idea that the blackmailer forces the heroine to sneak into the prison and serve the criminals sitting there.
