Chain Idea - Lighthouse S&M Dungeon

So I haven't posted much but I would like some help on a story I had in mind. The basic premiss would be a lighthouse basement acts as a BDSM dungeon. The lighthouse has tours daily and most people are just told the basement is off limits due to renovation or something. But it is a very active dungeon and people come or are convinced, forcibly sometimes, to enter the dungeon. The master and his slave are the proprietors and control the activities but several other people at various levels of power enter the dungeon.
