Thre are both, actually. Many of the jelly ones with vibrating eggs are designed just to fit snugly around the cock ,but not restrict these won't be called cock rings. Cock rings are designed to cut off bloodflow out of the penis, thus producing a slightly thincker, longer lasting erection and better recovery time. Both are fun in different ways.
