Even for college age, a college dorm shower they have no choice but to use, it's too close to an extreme reluctance scenario. Anywhere else it's consenting adults. You could always choose another hostel.

I was thinking Dorm showers. College doesn't require gym classes, so the guys would just take other classes.
The college could be known for their women's athletic program, thus all the female jocks.
High school would fit for gym classes, but then you have to be careful on the age.

Something the author would never call the YMCA? You could make it clear that adults and young people shower separately there (for the very realistic reason that the Y would have to protect itself legally, just like Literotica). Maybe a crazy administrator decides that if the one transwoman in their entire membership gets to shower in the ladies', that means that everyone will just shower together, and fuck you to the judge who made that ruling.

She expected all the "real women" to be pissed and scream at the judges. Instead, as you wrote above, the ladies enjoy bullying the men.

maybe they have a choice, but most of the spaces are coed? That builds dram over which choice people make.

Officially coed showers are unlikely and probably not a good situation for all the reasons discussed above. But unofficially?

Coed dorms have been standard for decades, but they still have single-sex bathrooms. Picture a dorm on the open-minded side of an open-minded college. Maybe people use certain bathrooms for "self-care" sessions often if they can't get their roommates out of the room often enough. Maybe no one really cares what couples get up to in a bathroom as long as they're discreet about it. Maybe people look the other way even when couples aren't very discreet because they don't want to rock the boat and think/know the couple will reciprocate. Maybe one bathroom in particular becomes so well-known for certain activities that it's an open secret place to go for hookups or even free use sex.

The dorm has multiple floors, and each floor has one large men's shower room, and one large women's shower room.

Then one day the women's shower room is closed for repair. It is expected to be down for a week. Officially, the dorm administrators ask the ladies on that floor to use the shower room on the floor above or below. Unofficially, the women take the opportunity to just use the men's shower room. Nobody complains.
