Well, after thinking long and hard about this, a commune could only be successful as a commune if they were completely independent of the outside world. That could be difficult, but could work to the advantage of the writer.

Let's say, the children are mandated to be in school daily. A commune rule might be set which makes the market place open only from 10 -2 each day. Thereby allowing the buyer's to go barter their sex for bread, or whatever, without involving any under 18s.

Also, given the child abuse/neglect laws as they stand, under 18's shouldn't be exposed to their parent's sexuality anyway. Due to a fear on the part of the commune members that a child will see something that they shouldn't, other guidelines could be put into place to permit the freedom of sexuality wihtout involving kids. i.e. time frames. Weekend retreats for the kidlings whereby all the children leave for a few days.

Or, the story could take place as the retreat for a small community of adults seeking a respite from their conservative home town. Rather than the commune being a 24/7 living environment, it could be the weekend retreat where the adults go once a month or so to engage in the freedom they crave.

I think you nailed it. A place to go and have sex. Anyone who wants to have sex must do it at a building designed for sexual activities. All the toys and games showers and so on. No one is premitted to have sex outside this place, not even married couples. They must have sex in this public place. No one is forced to have sex with anyone they don't want to, but they would be expected to have sex with other members of the community. This helps to keep everyone in the game.

I was thinking of something like a public bath house. Give it a name that would sound like a brothal, but like one purely for sexual activities (i.e., games, toys, group sex, etc...).

The rules are to clearly define the setting. It would be easy to go off track, but the story would be centered around a newly wedded couple with ideas on how they would like to live their life. The commune seem to be the right place for them.
