No, I was calling for greater accuracy on the part of whoever put together the table. Counting states that did not exist as having been members of the Union is just wrong, especially since they could have easily included a third category: States that did not exist until after the Civil War ended.
It's the Old South, i.e. the former CSA states, that were the worst offenders of black civil rights, particularly in excluding Negros from voting through poll taxes and literacy tests which were rarely applied to whites in those states. It was also in those states that Negros formed significant percentages of the potential electorate, unlike mid-western, western and northern states.
