Was Azerbaijan on the original list of 13, or is it an addition?

At first, this made no sense....Azerbaijan is a Shi'ite Muslim nation, just like Iran, and was thought to be an ally of Iran due to close religious connections.

But evidently two weeks ago, Azerbaijan approached genocidal Israel with a proposal: Don't bomb us, and we will not interfere with your conflict with Iran.

Iran evidently found out, and somebody is playing three-dimensional chess here: Iran claims it didn't attack Azerbaijan airport, Israel denies attacking Azerbaijan airport, and only two drone actually hit the airport.

Seeing as Israel is intent on fighting a 20th century war with conventional missiles, it would appear they were innocent in this dustup.
