Ryan acknowledged he does not agree with everything in the House’s bill, but emphasized the importance in its passage because the “vast majority” of the bill is to help first responders, teachers and small businesses. He advised Senate Majority Leader Mitch McConnell (R-KY) to take up the bill, remove what he does not want and then send it back so the government can help those who need it.

Let's say McConnell does take up the bill. The Senate will strip all of the crap out of it and most likely add some of their own. They pass it but because it doesn't match what the house passed it goes to conference. In conference the conferees start horse trading. "We won't agree to that unless you give us this." Back and forth it goes until everybody gets half of the shit they wanted and virtually none of it will have anything to do with what the stated purpose of the legislation is supposed to be about. The creation of pork out of hot air.
