Oregon introduced the first gas tax in 1919 and within a decade each state adopted the motor fuel tax as a method of funding roads. Gas taxes used to fund roads and highways represent the users-pay/users-benefit principle of responsible taxation, whereby those bearing the cost of the tax—highway users—obtain the benefits of a well-maintained road network.

Many states today, however, divert portions of their state gas tax revenue to the state general fund and other non-highway uses, such as these:

  • The largest and most common diversions, found in 20 states, are those to transit and active transportation (pedestrian and bicycle projects). New York and New Jersey, for example, allocate over a third of their respective motor fuel tax (MFT) revenue to transit.
  • Ten states divert a portion of their gas tax revenue to law enforcement and safety services, marking the second most common diversion.
  • Though less frequent, diversions to education tend to be substantial, accounting for 25.9% and 24.7% of gas tax revenue in Michigan and Texas respectively.
  • Other states divert gas tax revenue to tourism, environmental programs and administrative costs. In total, 22 states divert over 1% of their gas tax revenue.
By violating the users-pay/users-benefit principle, diversion poses both immediate and long-term threats to transportation funding. Diversions can leave roads and highways underfunded.

The 10 states diverting the largest percentage of their gas tax money: New York diverts 37.5% of its gas tax revenue, Rhode Island diverts 37.1%, New Jersey and Michigan divert 33.9%, Maryland diverts 32.5%, Connecticut diverts 27%, Texas diverts 24%, Massachusetts diverts 23.9%, Florida diverts 13.6% and Vermont diverts 13.2%.

It was just floated as an idea to sabotage the construction of high-speed rail in California.

High Speed Rail in California was originally proposed by a French consortium that wanted to build a direct route from San Francisco to LA mostly along the Interstate 5 alignment which is mostly state-owned land. That route would go up and over the Grapevine with little to no tunneling and then direct to Union Station. The trip was supposed to take 90 minutes.

The French proposed to build it at their own expense and then operate it for fifty years before handing it over to the state. Had it been approved the French would have had it running around 2010.

The dimwits in Sacramento shitcanned that idea and then came up with their gerrymandered Toonerville Trolley that makes a number of route deviations onto land owned by Democrat grifters like Nancy Pelosi. The route pointlessly deviates into the high desert and then requires some forty miles of tunnels to reach Union Station. The projected cost now exceeds $140 billion and there is no official projected date for completing SF-LA service but at least one CAHSR internal projection broached 2080 as a potential completion date. The four hour to possibly five hour trip (including numerous stops) makes flying a time-saving alternative.

If you want to talk about who's sabotaging HSR it's California Democrats who think they can build a railroad better than one of the most experienced outfits in the world.

Agreed. Get rid of the Border Patrol and ICE and have the military patrol the borders and deal with criminal invaders. No more deportations because no one will get past the heavily armed men securing the border. This is how Mexico secures their southern border.
