Except, of course, that same series lays down rules for getting more regenerations.

Yep.

The Master got a whole new set of lives from The Time Lords.

Also one could conceivably reproduce the energy transfer from "Mawdryn Undead."

Let's not forget that we have the Sisterhood of Karn who can do some interesting things to regenerations

I was actually thinking that the McGann to Hurt regeneration might have invalidated everything...but when he talks about the rules in The Deadly Assassin in the article...

McGann to Hurt just knocks us down one sooner than we thought.

The Master reports getting a new set of lives off The Time Lords during the Series 3 closing three-parter, Utopia/The Sound of Drums/Last of The Time Lords, as they thought he'd make the perfect warrior in The Time War and he'd used up any remaining lives and gone on to stolen lives by the time of Eight's movie.

There's revelations in the special that suggest The Doctor's not done yet, whether The Sisterhood can override the limit or not.
