I did some searching and I can't find anything to support your claims. It was a cursory search, so if you can provide the deets on where you got this info, I'd much appreciate it.
The only time Congress has any say is when nobody receives a majority of the electoral votes. This has happened, but rarely and not for a long time. In 1960, some Democrats made an effort to bring this about, but failed, largely thanks to the patriotism of Richard Nixon. The same people had tried and failed in 1948 and they did much the same in 1968, but failed that time too.
This is one of the advantages of the two-party system - that coalitions are not usually needed.
