"Project Hannibal" is a controversial 20 year old Israeli program that until the Gazan invasion said that it is better for Israeli IDF soldiers to kill other IDF soldiers if the others are facing capture, a notable exception to the oft-stated claim that "Every Israeli Life Is Sacred". Negotiating release of hostages is not fun, evidently. I suppose it was only a matter of time until the government ordered troops to kill "inconvenient" civilians.
