I KNEW I'd seen Musk's exact Nazi salute SOMEWHERE, I just could not for the life of me remember where.

I found it today! It's a brief scene in the movie American History X, when the neo-Nazi race killer portrayed by Edward Norton is released from prison. His Aryan Brotherhood brethren are so proud of him, they give him a heartfelt Nazi salute as he leaves.
