How do you resize a picture?

I know I have seen this discussed before because of all the issues with picture size here. But now that its time for me to do it I cant figure out how? My computer automaticly opens Microsoft Photo Editor but I cant find anywhere to resize it. Or are there any other free program options that are easier to use?

I'm not familiar with MS Photo Editor, but in MS Office Picture Manager, you click on the Picture menu and then click Compress (or Resize, if you need to change the dimensions of the file rather than the file size).
