Remember the police using their shields to protect the guy taking the corner in that Turkey game. Was it FIFA or UEFA who said their previous record wouldn't be held against them when it came to punishment?
No...taking the prior record into account is reserved for when it's the England 'fans' involved.
And when opposing fans heap racist abuse on England footballers, what happens? Zilch....but then that's getting off the subject. But it's good to get something off the chest :)

Probably not. Since so many fields have switched to the new artificail turf there are fewer green stains rubbing off.
