How to ...Post an Avatar?

When I go to the change avatar thing, it tells me that I haven't selected one, but it doesn't give me the option to do so... Is there something I'm not seeing? Or is this one of those.. not until you've done X number of posts things?

You need like a 100 posts before you can submit the picture.
