Virtually all of the fentanyl is made in China. When China agreed to put fentanyl on the "restricted" list the cartels in Mexico fired up some labs to make it locally. China reneged on its agreement (like they have on every other agreement) so the supply from China continued. The cartels keep their labs running "just in case."

It makes its way into the US via smuggling at the borders (Canada contributes too) and via US ports of entry. China sells it cheap enough that upwards of 80% can be intercepted by customs and the cartels can still make money.

Fentanyl is one of those drugs where a little bit goes a LONG way. 2mg. is the average fatal dose in humans.
