Everyone understands you're signing your own death warrant if you use nuclear weapons first.

The United States throws its weight around and makes unilateral demands to third world countries....but they ask very nicely for Pakistan's agreement. That's why the Pakistani government did not suffer any consequence for harboring Osama Bin Laden for years.
